Phil becomes a Mexican citizen.

The decision to return at the end of the decade was a result of being fed up with the familiar asphyxia English life brought upon him. He sold a painting, bought his ticket and, on the plane, while reflecting depresively that this new and uncertain attempt made very little sense, he encountered an old female acquaintance, who confirmed to him, at least, that he was on the correct flight. Just as on arrival in Dublin not long ago, the taxi driver recognized him and wanted to take him to the Mexican Embassy.
